The United States government has been very vigilant in dealing with the heightened concern on Homegrown Terrorism and the growing concern for the preservation of civil liberties. This has been a significant concern since the attack of 9/11 and the establishment of the department of homeland security.
The phenomenon of Terrorism has emerged and evolved with the development of human societies. It is not a modern phenomenon, and its methods vary worldwide and are geographically expanding. The fact that a terrorist attack is happening no longer depends on a region or a weak or rich country. As a result, the efforts of the U.S. government to combat the issue of Terrorism and extremism have intensified in various legislative, intellectual, and military areas. Many times, these efforts have been criticized as attempts to compromise the civil liberties of citizens, and this has aroused many questions (Archick, 2010). These are some of the consequences of the government’s effort to fight against Terrorism.
Despite the many efforts that have been made in recent years, there are still hundreds of innocent people who lose their lives every day due to terrorist attacks across the world. That is why international Terrorism is causing great concern, which calls for legislative and military decisions to combat this Terrorism. Be it military, legal, or even intellectual efforts to fight international Terrorism. There is a need for extra effort, whether global or regional, needed to guard against the massive and expansive powers that accrue to the executive branch during a crisis, such as terrorist attacks. The government needs to combine efforts with international and regional organizations such as the United Nations or the Arab League to demystify this fight. Although legislative efforts against Terrorism have varied in different countries, there is a need for international organizations to enact universal laws and conventions that will help combat terrorist organizations that have become more dangerous in the past four years to be active.
The United Nations implemented an international strategy against Terrorism. The General Assembly adopted Decree 291/71 of June 15, 2017, which provides for the establishment of the United Nations Counter-Terrorism Office. The United Nations Office provided a unit for Combating Terrorism which monitors, with the support of Member States. This shows the United Nations efforts in counter-terrorism and its dedication in Combating Terrorism in all nations. It also offers reinforcement of coordination between the 38 units in the implementation of anti-terrorism measures to ensure balanced implementation (LaFree & Dugan, 2009).
Indeed, the threat to the life of citizens through terrorist attacks is the immediate challenge for the country. Security institutions, especially police and intelligence agencies, play an essential role in this fight. But the central challenge of Terrorism goes to the state. Terrorism poses a special challenge to the government, and a lot needs to be done. Considering the complex union of countries with different policing laws and regulations, the burden of Security can be a threat. Tragically, the U.S. and the U.K. have become the target of terrorist attacks in recent years. The success of terrorists in their operations is not only a blow to the United States but also to many countries that relies on the U.S. to help them combat Terrorism and extremist groups (Archick, 2010). The latest wave of terrorist violence has placed the government on a test. Terrorism sets not only exposing the vulnerability of liberal societies but also confronting the states concerned with a series of unresolved issues all that after the boundary between the social need for Security and the basic libertarian principle of democracy. There need to be collective efforts between countries aimed at identifying terrorist suspects and bringing them to book.
